  (2) Optimize industrial layout

  In accordance with the requirements of mineral resource planning and related policies, strengthen resource integration, optimize the allocation of mineral resources such as refractory clay and magnesite, promote the large-scale and intensified use of resources, and achieve high-quality, high-price, and optimal use. Priority is given to the development of magnesia refractories in areas such as Liaoning and Shandong where magnesite resources are rich. In Henan, Shanxi, Shandong, Guizhou and other regions where refractory clay is enriched, the development of aluminum-silica refractories is given priority. Support Liaoning, Henan, Shandong, Jiangsu, Zhejiang and other regions with rich resources or good industrial foundations to create demonstration bases for new-type industrialization industries.

  (3) Strengthen energy saving and consumption reduction

  Strengthen energy-saving management, increase technological transformation, improve the energy efficiency of high-temperature kilns and other high-energy-consuming equipment, reduce the overall energy consumption of refractory products per unit, and promote lighter, energy-saving and efficient high-temperature kilns. Develop unshaped refractory materials and non-burning products. Develop "green refractory materials" with excellent product quality, resource and energy conservation, clean production process, and harmless use process, and encourage the recycling and reuse of refractory materials after use.

  (4) Strict environmental management

  Strengthen the environmental management of refractory raw materials mining and transportation, refractory production, post-use refractory storage and recycling, pay attention to ecological protection, prevent heavy metals such as hexavalent chromium and soil erosion, and reduce the impact on the ecological environment. Increase dust control, improve dust prevention, dust reduction and dust removal facilities at work sites, equip noise reduction facilities, and build supporting facilities for desulfurization and denitrification in accordance with regulations to reduce pollutant emissions.

  (6) Encourage technological innovation
